The offer put forward to the Europeans Sunday "shows Iran's serious willingness to resume negotiations", Ali Larijani told the BBC in an interview.
"In the same way that Iran is negotiating with China, Russia and the non-aligned countries, it can have fruitful negotiations with the Europeans as well," he said.
However "this is our last word to the Europeans", he said.
Larijani did not elaborate on the exact contents of his letter to the Europeans which offered a new round of negotiations, but said "for sure there are certain points included that can open the way for talks."
He did not show any sign that Iran was ready to suspend conversion of uranium, resumed in August in defiance of international calls to maintain a full suspension, nor to abandon enrichment itself, which is now halted.
The EU has attempted to persuade Iran to permanently suspend uranium enrichment as a watertight guarantee that its nuclear programme is peaceful and sees it as a condition to reopen the stalled talks.
"Our strategy is that we have to achieve nuclear technology and the resumption of... conversion is a sign that Iran is determined to master nuclear technology," said Larijani.
On enrichment, he said: "Absolutely it is part of our programme. We are not stopping short of enrichment".
He reiterated that Iran was ready to discuss the conditions for restarting enrichment.
