Putin proposes global nuclear fuel network
SAINT PETERSBURG, Jan 25 (AFP) Jan 25, 2006
Russian President Vladimir Putin proposed Wednesday the creation of a UN-controlled international network of sites for processing uranium to give all countries equal access to nuclear energy.

"It is necessary to create a model of global infrastructure that will ensure equal access for all countries interested in nuclear energy but in strict respect for the demands of non-proliferation," Putin was quoted by Russian news agencies as saying.

"Russia is prepared to build such an international center on its territory," he said.

The network would handle all aspects of uranium processing, including enrichment, under control of the the UN's International Atomic Energy Agency (IAEA) and on a "non-discriminatory basis," the Russian leader said.
