In the overwhelmingly Shiite Sadr City district, two city councillors were gunned down by men who sped off on a motorbike, Baghdad Operations Command said in a statement.
"Iraqi security forces cordoned off the area, in search of the criminals.
"They arrested three suspects, and seized a motorbike, silencer pistols, kalashnikovs and one IED (improvised explosive device)," it said.
In a separate statement, the operations command said two policemen were shot dead in a watchtower in the south Baghdad neighbourhood of Radhwaniyah. It gave no further details.
Violence has dropped dramatically across Iraq since its peak between 2005 and 2007, but attacks remain common in some areas, especially in Baghdad and the main northern city of Mosul.
