The blasts caused casualties but the correspondent was unable immediately to determine whether anyone had died.
The first blast came when a parked vehicle exploded in front of a restaurant frequented by pilgrims to the city, 110 kilometres (70 miles) south of Baghdad, at around 12:45 pm (0945 GMT).
Around 15 minutes later, a second bomb went off at the same site, in the al-Belladiyat neighbourhood of central Karbala.
The restaurant is about 200 metres (yards) from Karbala's provincial government offices and its regional military command centre.
