In a landmark visit to Brussels, his first trip to Europe in 15 years, he said Libya is now an "example" for promoting global peace.
Libya has now "decided to lead the peace movement all over the world," he said, trumpetting Tripoli's pledge to end its programs of mass destruction, which has led to the ending of its international pariah status.
"Libya calls all other countries from America to China to discard and get rid of all weapons of mass destruction, programs of mass destruction," he added.
"Libya has become an example to be followed," he added, speaking alongside European Commission chief Romano Prodi. "Libya has secured itself more by discarding such programs more than by having such programs or such weapons."
And he added: "I believe that the noose will be tightened gradually for those who resist and have such weapons."
