"We have proved that, in an international institution, we are capable of isolating the United States. And that is a great victory," top national security official and nuclear negotiator Hassan Rowhani told a news conference.
On Monday the UN's nuclear watchdog, the International Atomic Energy Agency (IAEA), adopted a toned-down resolution on Iran's nuclear programme after Tehran agreed in a deal with Britain, France and Germany to freeze its sensitive fuel cyclle work.
The United States, which accuses Iran of seeking nuclear weapons, had been pushing for Iran's case to be referred to the UN Security Council for sanctions.
Rowhani claimed that at the IAEA in Vienna on Monday, "the American representative was enraged and in tears, and everybody said that the Americans had failed and we had won".
