Pacifist Japan Puts Troops Under Unified Command

Japan placed its ground, air and sea forces under a new integrated chain of command Monday, hoping to improve efficiency in the face of threats from North Korea and terrorism. In a major change, the Self-Defense Force, which was set up in 1954 after a defeated Japan was forced to renounce war, abolished the separate commands for each service.

US Secretary of State Condoleezza Rice will visit Europe this week to consult with key allies plus Russia and China on the UN stalemate over Iran's nuclear program, officials said Monday. They said Rice would leave Wednesday for Berlin and a meeting of the five permanent members of the UN Security Council plus Germany the next day. She will then head on to France and Britain.
