Top Iranian official due in Moscow for nuclear talks

Iran's top national security official Hassan Rowhani is to hold talks with Russian Foreign Minister Igor Ivanov on Monday amid international pressure on Tehran to allay fears it is secretly building an atomic bomb.

Rowhani, who as secretary of Iran's Supreme National Security Council handles the country's nuclear affairs, is scheduled to discuss Moscow-Tehran nuclear power cooperation with Ivanov, the ITAR-TASS news agency said Sunday.

Russia is building the Islamic state's first nuclear power plant at Bushehr, but the two are at odds over Moscow's refusal to deliver any fuel until Tehran returns all spent fuel.

Iran's arch-enemies the United States and Israel claim that it is secretly trying to develop nuclear weapons under the cover of a power programme but Tehran vehemently denies the charges.

Iran is due to send a letter next week to the International Atomic Energy Agency (IAEA) stating its intention to sign an additional protocol to the Non-Proliferation Treaty (NPT) allowing stricter inspections, the UN nuclear watchdog's chief Mohamed ElBaradei said Saturday after meeting with Rowhani.

Iran also announced Sunday that it would implement in the coming days a pledge to suspend the enrichment of uranium, which could be used to make an atomic bomb, in line with IAEA demands.

The IAEA's board of governors is to meet on November 20 to discuss Iran's nuclear activities. Any ruling that it is failing to comply with international treaties could lead to UN sanctions.

Rowhani was due in Moscow last week, but his trip coincided with a visit by Israeli Prime Minister Ariel Sharon and was postponed.
