Russia will "always respond" to the challenges of a new "arms race" and is developing more high-tech weapons, President Vladmir Putin said Friday in a televised address.

"There is a new turn in the arms race," Putin said.

"Russia will always respond to this new challenge," he said, promising "new weapons that have the same characteristics, and in some cases better characteristics, as those being built by other countries."

The United States maintained Friday its missile shield program was the antithesis of the Cold War arms race, responding to Russian President Vladimir Putin's assertion that Moscow would respond to US weapons build-up.
