US curbs on chips to China not 'blockade': White House's Sullivan

US restrictions on advanced chips to China are about safeguarding security and not disrupting commerce, National Security Advisor Jake Sullivan said Tuesday after a veiled swipe by Beijing.

"I want to be clear that these tailored measures are not a technology blockade. They do not seek to, nor in fact do they, restrict broader trade and investment," Sullivan said at the World Economic Forum in Davos.

Sullivan said that US restrictions on semiconductors had a "broad carve-out for commercial chips, the kind of chips that can help power economic progress".

"Simply put, our strategic competitors should not be able to exploit American technologies to undermine our national security or that of our allies and partners," he said.

Chinese Premier Li Qiang, addressing the gathering earlier in the day, denounced "discriminatory" trade barriers as a threat to the global economy, in a clear reference to US actions.
