"We see every site where Russia is amassing these North Korean soldiers on its territory -- all their camps. We could strike preventively, if we had the ability to strike long enough," Zelensky said in his evening address.
He accused Kyiv's allies of "just waiting for the North Korean military to start striking at Ukrainians" instead of providing "the long-range capability that is so necessary".
Strikes on police station in Ukraine's Kharkiv, kill one, wound 30: police

Two missiles struck a police station in Ukraine's second city of Kharkiv on Friday afternoon, killing a policeman and wounding 30 other people, the national police chief said.
"Today, the Russian enemy targeted a police station in the centre of Kharkiv with two missiles, killing a police officer and wounding 26 other police officers and 4 civilians," Ivan Vygivsky, the head of Ukraine's National Police, wrote on Facebook.
He posted photos showing a huge crater next to a pile of rubble remaining from the building. In another picture, a policeman had his head bandaged and blood on his face.
Vygivsky named the dead man as a police colonel, Andriy Matviyenko. He said that for police, service in frontline Kharkiv "is associated with a daily risk to life".
The city of Kharkiv lies around 30 kilometres (18 miles) from the Russian border and has been pounded by Russian aerial attacks throughout the two-and-a-half-year war.
According to statistics released by the authorities Friday, in October, the city was struck 25 times, in 21 cases by guided bombs, with nine people killed including two children.
A strike on an apartment building on Wednesday killed three including two children.
Regional police said the latest attack soon after 4:00 pm (1400 GMT) was carried out using Russia's advanced S-300 missile systems.
